Ethan serves as an Associate Lobbyist for CPPG, where he works on behalf of CPPG clients on a variety of advocacy and legislative support services, including analyzing and tracking legislation, drafting position letters, researching funding opportunities, and providing testimony. He also provides direct lobbying support to CPPG clients, including negotiating amendments on impactful legislation and drafting committee documents and fact sheets for sponsored bills. Ethan serves as the primary writer of more than a dozen memos sent to CPPG clients throughout each legislative session.
Ethan joined CPPG after spending the previous year working in the Capitol office of Senator Bill Dodd (D-Napa). During his time with Senator Dodd, Ethan worked to advance the Senator’s legislative and policy agendas. This included building coalitions of support, addressing issues raised by opposition, collaborating with other Senate and Assembly offices, drafting fact sheets and committee documents, and conducting research and analysis. Ethan also served as the primary Capitol office contact for the legislative team.
Prior to his work for Senator Dodd, Ethan worked at the Federal Reserve Bank of San Francisco where he standardized internal system procedures and analyzed information security policies. He was also responsible for building and maintaining several databases to ensure efficient and effective information transfer.
His earlier positions included working at Novogradac, an accounting and real estate appraisal firm. Ethan gathered and analyzed economic, demographic, and rental market trend data to write and edit market feasibility studies of multifamily housing developments for financial institution clients. These studies became the preliminary basis for multifamily property values. Additionally, Ethan interned at several energy nonprofits where he conducted research and provided support to directors.
Ethan holds a bachelor’s degree in political science from the University of Oregon and a Master of Public Policy degree in energy policy from American University.
