Claire joins CPPG as an Associate Lobbyist, where she works on behalf of clients on a variety of advocacy and legislative support services, including analyzing and tracking legislation, drafting position letters, researching funding opportunities, and providing testimony.
Claire leverages her strong policy background in housing, land use, environmental, and taxation policy areas to both advance and protect the interest of CPPG clients. This includes negotiating amendments on impactful legislation, communicating with stakeholders as well as drafting committee documents and fact sheets for sponsored bills. Claire joined CPPG after spending the previous three years at the California Department of Housing and Community Development.
During her time with HCD, Claire oversaw a team of 12 who worked alongside local government partners to navigate pathways to compliance with state laws and create means for local governments to fund affordable housing initiatives. This included providing technical assistance regarding housing element law and developing and administering the Prohousing Incentive Program, which has given California cities access to over $55 million in funding.
Prior to her work at HCD, Claire worked at MidPenn Legal Services, a public interest law firm, where she represented low-income clients in eviction proceedings, mediations, and welfare determinations. Claire also assisted in administrative law research and volunteered with several nonprofits.
Her earlier positions included working at the Office of the Governor of California under Governor Brown, where she served as an Executive Legal Assistant to the Governor’s council. She was responsible for liaising with state and local agencies to ensure effective administration of state functions pertaining to environmental, public health, criminal justice, and labor concerns.
Claire holds a juris doctor with specializations in environmental law and taxation from Penn State Law, a bachelor’s degree in community and regional development from the University of California, Davis and an associates of behavioral science from Mission College.
