For nearly 20 years, Alyssa Silhi has been advancing statewide policies for the public good, from healthcare and K-12 education to public health, public safety, and local government. She is a proven strategist with a reputation for balancing tenacity and effectiveness with strong ethics and skillful communication to get the job done. An experienced former Councilmember, Mayor, and Special District Board Member, Alyssa has firsthand insight into the mechanisms of managing and maintaining reliable, fiscally sound, and regulatorily compliant local services. She brings to the CPPG team a unique understanding of the nuances of local operations in advocating on issues of importance to public agencies.
Prior to joining RPPG, Alyssa was a Legislative Representative for the California Special Districts Association, where she was the lead advocate and strategist on policy and fiscal proposals related to utility services—including solid waste and recycling, water, wastewater, and water quality—and environmental policy, transportation, emergency response and disaster preparedness, public works, and public contracting.
Alyssa has demonstrated success in navigating the state budget process. She has successfully secured a cumulative $1.42 billion in state funding, including $20 million in state grant funds through the Governor’s Office of Emergency Services for critical infrastructure, $100 million in COVID-19 funding relief through the Department of Finance, and—as an integral part of a coalition—$1 billion for water and wastewater and nearly $300 million for publicly owned utilities in arrearage relief funding. Additionally, in a deficit year, she was able to successfully protect $20 million in reverted grant funding for an essential local rail infrastructure project.
Alyssa has wide-ranging experience advocating for policy change within the Legislature and Governor’s Administration and before state agencies and commissions. She has worked closely on critical issues with key administrative appointees and staff in the California Natural Resources Agency, California Air Resources Board, State Water Resources Control Board, Department of Water Resources, Governor’s Office of Planning and Research, and the Governor’s Office of Emergency Services, as well as in the Governor’s Office, Department of Finance, legislative budget committees, caucuses, and key legislative offices.
Alyssa’s prior experience includes working for several esteemed Sacramento contract lobbying and consulting firms and a public health nonprofit research and advocacy organization. In these positions, she worked on issues important to the quality of life in communities.
In her spare time, you can find Alyssa next to a baseball field, football field, or volleyball court as a sports enthusiast for her children’s pursuits or volunteering in her community. She currently serves on the Board of Directors for her local Chamber of Commerce and as a member of the Sustainable and Reliable Communities Advisory Council for the nonprofit Institute for Local Government.
