The California Public Policy Group (CPPG) Grant Services Team is excited to publish the 2025 Municipal Funding Outlook — a streamlined report designed to help municipalities navigate the evolving landscape of state and federal grant funding.

With the shifting priorities at the federal level and uncertainty surrounding future funding
availability, securing increasingly competitive grant funding will require timely information and strong strategic counsel. Our Municipal Funding Outlook delivers concise, high-impact updates on key funding opportunities, budget developments, and policy changes that affect California municipalities in a user-friendly format. CPPG strives to be the “standard” of providing accurate and actionable information on state and federal grant opportunities for our local government partners.

As the local government community navigates the challenges of uncertainty and
dramatic shifts in federal funding priorities, we are making the first edition of our Municipal Funding Outlook free to the public. This month’s report includes a comprehensive summary of the Trump administration’s actions on federal funding during the first month of his second term and the ongoing legal challenges to these actions. We hope that this report will help to keep California’s local government professionals informed on new developments at the federal level.

Our team will continue to monitor changes in the federal funding landscape as the dust
settles between the legal challenges to executive actions, the congressional spending decisions, and the technical implementation of the administration’s policy priorities. Meanwhile, we will be closely tracking the rollout of funding through the Proposition 4 “Climate Bond” and new developments at the state level as local governments in California pivot towards focusing on state funding opportunities. It is more important now than ever to stay informed so that we can be proactive and strategic in identifying and applying for grant funding opportunities.
