California Public Policy Group Announces Kyra Ross Joining Firm as Senior Legislative Advocate

Sacramento, CA — January 5, 2026 — California Public Policy Group (CPPG) announced today that Kyra Ross has joined the firm as a Senior Legislative Advocate, effective January 1, 2026.

Ross brings nearly 30 years of legislative, budgetary, and regulatory experience, with deep expertise in local government advocacy, environmental policy, land use, utilities, and public health. She has represented cities and publicly owned utilities for nearly two decades and has played a central role in securing more than $500 million in state funding and grants for local agencies across California.

Prior to joining CPPG, Ross served as President of Emanuels, Jones & Associates, where she focused exclusively on city and municipal utility advocacy. Her career began in the California State Assembly, where she served for over a decade in senior staff roles, including the Speaker’s Office and under the Appropriations Chair. She later served as Chief Consultant to the Assembly Natural Resources Committee, overseeing policy related to waste, energy, land use (CEQA), climate, and environmental regulation, including AB 32 — The Global Warming Solutions Act of 2006.

Ross later joined the League of California Cities as Senior Legislative Representative, leading advocacy on environmental and community services issues.
